Turkmenistan President Berdymukhamedov praised the project as beneficial for strengthening economic and trade cooperation between Turkey and China, and promoting the development of the strategic partnership between the two countries. With Turkmenistan President Berdymukhamedov pressing the start button on the command screen in the central control room, the second natural gas processing plant in the Bagtyjiarlyk contract area of CNPC Turkmenistan has been completed and put into operation, adding another new gas source to the Central Asian natural gas pipeline. On May 8th, the foundation of the EPC general contracting project for an annual increase in gas supply of 30 billion cubic meters by PetroChina Fuxing Gas Field was laid. This is one of the largest EPC general contracting projects in the world in recent years. After the project is completed, the natural gas produced will be transported to China.

The Turkmenistan government held a grand ceremony for the completion of the second natural gas processing plant and the groundbreaking of the Fuxing gas field project. Dozens of riders raised flags to cheer on "Sweaty BMW [Weibo]", over a hundred young men and women danced cheerful ethnic dances, singers indulged in singing with the accompaniment of the choir, and tens of thousands of local people dressed in costumes continuously waved national flags and shouted slogans. The scene was filled with a festive and joyful atmosphere. The National Energy Administration delegation and the China Petroleum delegation attended the celebration.

President Berdymukhamedov visited the processing plant installation area, listened to the introduction, and shook hands with the on-site staff to express gratitude; At the groundbreaking ceremony of the Fuxing Gas Field project, a letter with words of blessings was placed into a metal cylinder and poured into the foundation, and the first shovel of concrete was manually filled. He said in his speech that PetroChina has successfully completed three major projects in Turkmenistan, among which the Bagtyjiarlyk First Natural Gas Processing Plant has supplied over 21 billion cubic meters of gas to China since its commissioning in 2009. The commissioning of the second processing plant is a concrete manifestation of the achievements of the cooperation between Turkey and China, and the employees in Turkey have put in a lot of hard work for this. The large-scale projects implemented by PetroChina in Turkmenistan extensively utilize advanced equipment and the latest technological achievements, achieving world-class environmental standards. The successful implementation of large-scale energy cooperation projects between Turkey and China has won widespread praise and full recognition from the international community. These projects will help improve Turkmenistan's natural gas production capacity, improve people's living conditions, strengthen economic and trade cooperation between Turkey and China, and promote the development of the strategic partnership between the two countries. The oil and gas resource areas on the right bank of the Amu Darya River are rapidly developing, which is of great strategic significance and has created good opportunities for us to enhance international cooperation relations. At present, the natural gas cooperation between Turkey and China is developing smoothly and the scale is constantly expanding, elevating bilateral energy security cooperation to new heights.

Wu Xinxiong, Deputy Director of the National Development and Reform Commission and Director of the Energy Administration, said in his speech that over the years, China Turkey energy cooperation has been highly valued by the heads of state and governments of the two countries. The bilateral relationship has been comprehensively upgraded to a strategic partnership, laying an important foundation for economic and trade cooperation, especially for energy cooperation, and achieving fruitful results. The commissioning of the second natural gas processing plant in the Bagtyjiarlyk contract area and the laying of the foundation for the Galjinesh gas field project (Fuxing gas field project) are also significant achievements of the China Turkey strategic partnership in the energy field. They are another significant manifestation of complementary economic and trade advantages and mutual benefit between the two countries, and another successful example of friendly cooperation. They will undoubtedly inject new impetus into the economic development of China Turkey and the prosperity of the local area, and will also continue to write a new chapter for the ancient Silk Road.

Lv Gongxun, the leader of the coordination group of PetroChina in Central Asia, delivered a speech on behalf of PetroChina, stating that they will not disappoint their trust and expectations, implement and operate projects well, expand cooperation scale, and play a greater role in the long-term stable and solid energy strategic partnership between China and Turkey.

President Berdymukhamedov also cut the ribbon for the Migan Village Purification Water Supply Project, which PetroChina donated 4 million US dollars to build through video. This is the largest single public welfare project of PetroChina in Central Asia. Migan Village is located in the hinterland of the desert, close to the Bagdre Contract Area. It is dry and has little rainfall, and over 6000 villagers suffer from a lack of clean and hygienic drinking water. The purified water plant produces high-quality drinking water through filtration, electrolytic salt sterilization, and ultraviolet sterilization processes, with a daily water supply of 1500 cubic meters. A separate sled mounted reverse osmosis device has also been built to meet the requirements of direct drinking water, large barrels, and bottled water. At the Migan Village Water Plant, elders and villagers drank sweet springs and danced cheerful ethnic dances, expressing their joy beyond words.

Located on the right bank of the Amu Darya River in eastern Turkmenistan, the Bagtyjiarlyk Contract Area is under the responsibility of PetroChina for exploration, development, and processing of natural gas within the sales area. On December 14, 2009, the heads of state of China, Turkey, Kazakhstan, and Ukraine jointly opened the ventilation valve of the first treatment plant, continuously transporting natural gas to China's economic zones around the Bohai Sea, the Yangtze River Delta, and the Pearl River Delta. The Second Natural Gas Processing Plant is an integrated construction project completely independently explored, developed, constructed, and operated by PetroChina. Construction broke ground on December 13, 2011, with an annual natural gas processing capacity of 9 billion cubic meters. The total annual processing capacity of the two processing plants has exceeded 15 billion cubic meters.

Deng Minmin, the leader of the coordination group for CNPC Turkmenistan and the general manager of Amu Darya Natural Gas Company, introduced that the units of Party A and Party B, who participated in the construction of the second processing plant, jointly raised a flag and worked with local employees to overcome unimaginable difficulties such as tight construction schedules, heavy tasks, and harsh natural conditions in desert areas. They successfully completed the task, achieving a total of 133.86 million man hours of work without accidents, and setting the best record for safety production in CNPC overseas projects.

As of the end of April, Turkmenistan has supplied 78.3 billion cubic meters of natural gas to China, and will supply 30 billion cubic meters to China this year, accounting for about 1/6 of the country's annual natural gas consumption. Turkmenistan is currently China's largest overseas gas source.

Wang Lihua, Deputy Chief Engineer of the Group Company, officials in charge of relevant departments of the headquarters, representatives of engineering construction companies, Chuanqing Drilling and other enterprises involved in project construction, representatives of foreign embassies and relevant international organizations in Turkmenistan, and senior officials of the Turkmenistan government attended the celebration.
